dc.description.abstract | O planejamento no Sistema Único de Saúde (SUS) é uma função gestora classificada como requisito legal e um dos importantes mecanismos para assegurar os princípios constitucionais do SUS. É objetivo do planejamento fornecer aos gestores informações que possibilitem uma ação mais efetiva sobre a realidade sanitária e o redirecionamento das ações visando melhorar as condições de saúde da população. Para isso, o Plano de Saúde (PS), a Programação Anual de Saúde (PAS) e o Relatório Anual de Gestão (RAG), instrumentos de planejamento estabelecidos como obrigatórios pela legislação, são considerados básicos e norteadores do processo de planejamento. Assim, o presente estudo objetiva analisar os instrumentos de planejamento da saúde elaborados pelas Secretarias Municipais de Saúde dos municípios que compõem a VI Regional de Saúde de Pernambuco do ciclo 2018-2021. Para tanto, foi realizada uma análise da estrutura mínima dos PS e PAS a partir de um checklist com os itens que devem compor os instrumentos de planejamento conforme as normativas do SUS. Em seguida foi analisada a coerência interna do PS e logo após foi realizada a análise do alcance das metas anuais estabelecidas pelos gestores para o setor saúde em cada município, considerando as metas previstas nas PAS e seu alcance apresentado nos RAGs. Como resultados, foi possível observar que a prática de construção dos instrumentos de planejamento na região estudada está aquém do potencial da mesma, visto que grande parte dos instrumentos não foi construída adequadamente, já que faltam elementos-chave na estrutura de 79,6% dos instrumentos. Em relação aos PS, a análise evidencia a presunção de que se eles fossem mais cuidadosamente desenvolvidos, poderiam ampliar o suporte aos Secretários Municipais de Saúde na condução da gestão do SUS no município, uma vez que nenhum dos PMS demonstra completa coerência em todos os eixos da análise. Também foi visualizado através da análise dos RAGs que 87% dos documentos demonstram que a execução total das metas traçadas pelo setor saúde não foi realizada. Ademais, ao considerar todos os RAGs que demonstraram a ausência da totalidade de execução de suas metas, visualiza-se a presença de justificativa para tal fato em apenas 35% deles. Visando a melhoria do cenário encontrado, são apresentadas no estudo proposições que contribuam para a elaboração dos instrumentos de planejamento do SUS. Esses dados contribuem com grande sentido para a análise da realidade local e para a necessária discussão entre gestores e profissionais de saúde no tocante ao desenvolvimento do planejamento em saúde no âmbito do SUS, enfatizando a importância da participação social na construção e monitoramento dos seus instrumentos. | pt_BR |

The objective of planning is to provide managers with information that enables more effective action on the health reality and the redirection of actions aimed at improving the population's health conditions. To this end, the Health Plan (PS), the Annual Health Program (PAS) and the Annual Management Report (RAG), planning instruments established as mandatory by legislation, are considered basic and guiding the planning process. Thus, the present study aims to analyze the health planning instruments prepared by the Municipal Health Departments of the municipalities that make up the VI Regional Health of Pernambuco for the 2018-2021 cycle. To this end, an analysis of the minimum structure of the PS and PAS was carried out based on a checklist with the items that must make up the planning instruments in accordance with SUS regulations. Next, the internal coherence of the PS was analyzed and, shortly after, an analysis was carried out of the achievement of the annual goals established by managers for the health sector in each municipality, considering the goals set out in the PAS and their reach presented in the RAGs. As a result, it was possible to observe that the practice of constructing planning instruments in the studied region is below its potential, since a large part of the instruments were not constructed properly, as key elements are missing in the structure of 79.6% of the planning instruments. instruments.
